  • Abstract Abstract
    Following social and economic development, people increasingly demand traffic available. Due to engineering technology development, long road tunnel through mountains is possible such as Snow Mountain Tunnel in Taiwan which was open to vehicular traffic in June 16 2006. The travel time from Taipei to Yilan is shortened to about 30 minutes. It reduces the difference of cultural between urban and rural areas in Taiwan. Moreover, it attracts many tourists from Taipei area. Thus, the Yilan is become one day life cycle as the big Taipei. However, the spatial characteristic of a long road tunnel is danger than many of other general surface road when an accident occurred. Once the disaster is happen, the people will suffer heavy casualties. The disaster will always cause fire whose high temperature of heat and long term burning will damage tunnel structure. The repair expenses, inconvenience of traffic disruption, and social and economic losses are difficult to estimate. To reduce the damage, the fire stations located at the beginning and end of the tunnel are the common solution in around the world for the first time to control and suppress the fire.
    In view of today's Taiwan, there are lacks of fire station protection for the long highway tunnel fire-related research paper. Thus, this study which focuses on above mentioned is firstly to find literature review about ˇ§long road tunnel fire protection features required by the fire station organizationˇ¨. Based on the features, an initial index is established from the Fuzzy Delphi expert questionnaire and interview. Following the opinions of the three groups including scholars and experts, employees from road traffic management unit, and long road tunnel fire workers, the evaluation index, a long road tunnel fire characteristics evaluation index, is established.
    The evaluation index is divided into two-level layers: assessment indicator framework and the assessment items. The assessment indicator framework has 4 facades that are (A) equipment for disaster, (B) members of the training, (C) coordination contact, and (D) element properties, which contains 12 assessment items. Looking forward to the establishment of this indicator used for the related reference of the government to strengthen road safety policy development and the relevant fire brigade to follow the direction of strengthening the organizational approach as the future.
