  • Abstract After more than five years of planning¡A the CSIST was reorganized into administrative corporation, under legislation defined and passed on January 10, 2014.The CSIST which is an important national defense science and technology research institute, still engaging in public affairs. Its personal and accounting sectors are more flexible than before. The CSIST is being evaluated by external organization for its operation and performance. And the overall achievement is enhanced based on the result of the evaluation. The CSIST will offer consultation in concept of enterprise management, and effectuation. Resulting in restructuring administrative performances and enhancement in organization effectiveness, it would also reduce national civil service posts and extensive reduction in personal expenses. So we anticipate on going reorganization in government departments¡A and restructuring in corporate administration.
    The research is based on case studies through the sampling sent to CSIST, in order to find solution model in human resource management practices¡A identifying issues with organizational vision,positioning,mission and overall development strategy. Effective solution will be defined and with control methods that the HR ¡]Human Resource¡^department can stand on, building staff morale and overall synergy. This study is a qualitative research. It depends on the development of national importance research units which has been projected for the past 45 years to improve the human affairs system.
    This research theme which coincides with organizational transformation is a study of combining both practical and theoretical needs. The conclusions are focused on¡G Protection on personal rights after corporate transition¡Bclassifying importance in training and skill maintenance,set ethic in personal job responsibilities and human resources inventory,employee affair systems¡A building information platform to enhance operation effectiveness. With the result from the reorganization, we hope the CSIST can achieve advanced performance goal and efficiency.
