Title An Analysis of the Improvement in the Achievement of Emergency Responses

  • Abstract In an emergency situation, it is more likely that the environment as well as the people and objects can be unstable and can thus present a danger. If an emergency response cannot be activated immediately, the emergency situation could cause a chain reaction leading to a larger problem. People should be guided with the emergency response measures after acknowledging the emergency response in accordance with laws, in order to minimize any damages. In this study, many kinds of documents related to emergency response have been collected, including laws and regulations, technical guidelines, academic articles, and emergency responses made by experts and scholars. In the present study, analytic hierarchy process (AHP) based on man, machine, material, method and environment (4M1E) is employed to analyze the weighting of emergency response with the Delphi expert investigation method. Results indicate that the weighting of the top six in the overall hierarchical structure are: response organization, chemical characteristics, response equipment, emergency response plan, surrounding environment, and response defense. According to the analysis, we have established an efficient emergency response system, which can be used as a reference for other institutions to establish and train in emergency response.
