Abstract | The operational purposes of the railway are to provide transportation service for passengers and cargos. It has to match the two major objects and requirements: rapidity and safety. For match the rapidity object, railway managers have to do their best to supply the high density and frequency train service. To reach the core object for safety, it・s important to prevent the train accidents and keep the safety of passengers and cargos. But unfortunately, it has happened many train accidents for the Taiwan Railways Administration (TRA), shch as Fengyuan・s event(2001), Chongde・s event(2006) and Dali・s event(2007). These events have affected the external imagation of TRA, delayed the trip for passenger, caused great social damage and might be dangerous to the life and wealth. According to the relative investigations and studies, except the technical and mechanical factors, the problems might often result from the unsuitable management systems and the emergecy operation behaviors and procedures not to be fully standized. Therefore, this research try to seek for how to reduce the risk and probability of railway accidents and events, understand the causes of accidents, conduct and develop the Standard of Procedure (SOP) for operation and initiate the management strategies to maximize safety in the Taiwan Railways Administration (TRA). The questionnaire, interview and Fault Tree Analysis were adopted as the study and evaluation tools. The major conclusions got from this study for the relative issues are as following: First, the attitudes of TRA・s employees for the importance of improving the performance of operational system・s safety management in TRA are more and more positive. The second, passengers tend to graduately accept and have the coorperation will for the external marketing and communication of TRA・s safety concepts. The third, to improvement the operational effectiveness and passengers・ safety, the TRA organization ought to pay more attention for internal vertical communication and horizontal coordination, grow up the excellent employees・ work habit and step by step get the whole safety culture and organizational atomosphere and reach the object of the :zero event, zero accident;. |
