Since the railway underground space for a lane closure properties, when the disaster occurs, there will be communication difficult, rescue accessibility is not easy and scenario features such as difficult to grasp. This study is intended to Taiwan Railway Administration of the railway tunnels and underground stations, disaster prevention and management of the main object of study, supplemented by high-speed railway and mass rapid transit system for the second study. First, collecting and processing the entire railway tunnel and underground stations at home and abroad the case of such disasters, summarized the characteristics and causes of the disaster information database. Followed by the domestic and international rail tunnel and underground stations for safety-related regulations and management rules of operation of the railway tunnel and underground stations in the safety design and management, such as safe design, facility operations, disaster control and emergency notification and connecting line handling and so on. From the research results found that the domestic railway tunnels and underground stations, most of the security design of the Department of Disaster Prevention reference into the conduct of foreign advanced countries, though already have management prototype. However, as disaster prevention system of executive agencies such as the Taiwan Railway Administration, Taipei City Government Taipei Rapid Transit Corporation, Taiwan High Speed Railway Corporation, the Police (transit police and railway police), fire, electricity, telecommunications, etc. in charge of different units, communication, Department of interface connecting many, the event of disasters that may affect the effectiveness of anti-disaster relief for disaster management need to address the issue as soon as possible. Government departments or relevant management units are subject to continuous devoted themselves to the use of state-level science and technology of the Disaster Response Center, the University of Disaster Preparedness Center and civil engineering consultancy firms to conduct various research institutions such programs; track management unit should be represented on a regular basis or Tunnel Safety to convene an international conference to enhance the range of the domestic rail underground anti-disaster response capacity and quality of the tunnel and underground stations jointly promote traffic safety to continue their efforts.
