| Abstract |
This study examines the effectiveness of neighborhood information billboards in community communication and public participation. Through field observations, it analyzes their role in disseminating information, promoting policies, and fostering community identity. While questionnaire surveys are typically conducted, which often yield inconsistent results, this study proposes a research method based on reliability theory to analyze whether the placement of neighborhood information billboards achieves the desired effect. Since most residents believe that billboards help them stay informed about neighborhood activities and policies, they are particularly useful for the elderly and those who lack internet access. Therefore, placing billboards in the right locations is crucial to strengthening grassroots governance and public participation. This article presents a case study to illustrate the application of this method. |
