| Abstract |
The work of the Chief is complicated and heavy. Although the Chief is elected by the people, he is neither a representative of public opinion nor a civil servant. However, he must implement the official budget, and his role can be said to be very ambiguous. Although he is not a representative of public opinion or a civil servant, he still aims to serve the residents of the Li district, and each Chief director runs his district with all his heart. If a fair and objective service performance evaluation method could be developed, it would be a great boon to the managers who serve silently. Because the content of the work of the Li district director is too complicated, this study first starts with the performance evaluation method of community services that considers the publicity effect of community activities, and proposes a new reliability-based performance evaluation method to provide reference to all sections. |
